Memory stuck at 800Mhz

Hi i recently help a friend build a computer, all works fine but memory is stuck at 800mhz, initially after building the computer the ram was running at 1600mhz.

After rebooting the ram lowered its self to 800mhz, if we try to change it to the 3000mhz xmp profile the computer blue screens and crashes.

We have also change various frequencies such as 1866mhz and 2666mhz also 2933mhz all result in a blue screen or crash and the computer eventually reverting itself back to the auto option which makes it run at 800mhz.

Specs are as follows:

CPU: Intel i5-9600k

RAM: 2x8gb ddr4 3000mhz corsair vengeance lpx.

Motherboard: MSI MAG Z390 TOMAHAWK

PSU: Corsair tx650m.

Graphics card: gtx 1070.

Running windows 10.

Any ideas is much appreciated as i am clueless on this one, only thing i can think it might be is possible bent pins on motherboard.

Disable XMP and reset BIOS, write back if that changes anything for you.

Reseating the RAM or using 1 stick at a time might help.

Might be defective memory.

Tried re seating ram, and reset bios and disabled xmp. Can only get it to run 2133mhz dual channel, no higher. Each stick works fine on its own at 3000mhz. And each stick works fine in both dimms on its own.

Are you putting the DIMMS in slots DIMMA2 and DIMMB2?

According to the motherboard manual these are the channel 1 dimm slots.

Yeah definitely in the correct slots. I can using xmp and a choose 3000mhz option, computer doesn't blue screen but I get various other windows errors about files one I can remember was missing file FACEIT.SYS

Maybe, just tried doing a bios update as newest bios included memory compatibility but still no difference. Boots at 3000mhz but just get random and different blue screen errors each time it tries to boot such as 0xc0000(421)/(224).

Have you pulled the CPU to check the socket for debris/damage or the CPU pads for the same?

I haven't no, but it is possible, got it at 2133mhz stable now so should be fine.
