Need advice

So I am not sure if this is normal but I ran a benchmark on the Division 2 and my CPU usage was jumping up and down like a heartbeat monitor, it would go from 50% to 105% back down to 50% and so on and so forth for the entire benchmark.

It is a intel i7 9700k and it is not overclocked. Is this normal?

Did you see any unusual behaviour in the actual game? I don't own The Division 2 so I can't really tell you if that's normal behaviour but if I reckon if the framerate doesn't jump like the CPU usage does, you should be fine.
