Ryzen GHz reading help.

I was wondering if I could get an explanation on to why my 2600 is reading in task manager 4.67 GHz when I have only overclocked it to 4.00 GHz. I have an Asus crosshair vi hero and I was wondering if I could get some insight to why it is reading this way. Also in cinebench it won't read at 4 GHz it will only read at 3.4 which is the base clock.

Task manager is buggy, probably a misread

Thats just misread its  known bug, you can oc that with good cooling probably to 4.3, the ryzen 2700x can be oced to 4.5 on one core but you have to be really lucky and know what you are doing on the bios options. OFC very good cooling

would the corsair h60i aio be good enough?

or should I get a bigger radiator

Dont know I run a 360mm rad on a 220w cpu, I think for a oc to 4.1 will be fine but get a 240mm and you be safe

There are many things that will mis-read Ryzen speeds.  I've never seen task manager do that, but I don't really use it to check.  HWiNFO has never shown me an incorrect reading.  HWMonitor will show incorrect readings.  3DMark has done the same.
