I stand corrected

dell is unreliable in my experience. Friends of mine took apart a dell laptop and found the trackpad  taped in place.

buy a smaller ssd and hard drive

put windows 10 on a USB
boot from the USB and clean install windows 10 from scratch
make sure you format your HDD before installing
when youre done installing make sure all your windows updates are installed, and leave the PC for a few hours to finish doing its stuff
when CPU and disk usage are back down to 0 then you can start installing stuff again
