It's bad, over volts like crazy and destroys any good fan curve, as it sets them to 100% -
Run Check Disk through windows, that should be able to determine it. It might be a dud hard drive..

How much do you want to spend? you can get a simple DAC/AMP that will easily provide. Also that static noise will be from interference from within the case. Try plugging them into the back and see if there is still noise?
