    Fun story, I have a friend who has some neurological problems and she swears to god she can't see more than 25-30 fps.
    She was playing some game and a friend an I noticed her fps was like 30 and asked her how could she play like that. 
     
    We gave her one of those online fps test tools. She said she can't see a any difference between 30, 60 and 144 fps.

    It's typical for a monitor this old and yes it will keep getting worse.
    Honestly until it starts bothering you too much, don't worry about it and only then replace it.

    Try getting the CPU out and see if it has any bent or broken pins. If it looks alright ask a friend with a PC to test it for you. 
     
    Edit: sorry, I just read the post again and noticed you said it had no broken pins :c

    Absolutely, yes it does work. It's almost as good as it was brand new.

    As a temporary solution if you can figure out how to do it with such thin cable then sure, its worth a try.  Obviously would not recommend it as a permanent fix as there will be some losses and extra interference getting in.

    As long as you make sure the shielding and centre core are not shorting, you should be fine.  Its likely it would work even without the shielding connected, it will just be subject to more interference.

    I'd just be wary of the cat chewing on any exposed cable, especially while its active.

    I remember a youtube video from some guy describing lag and mouse issues on his beast of a PC. His problems were caused by minecraft updating one of it's libraries to a more recent version that doesn't play nice with high polling rate gaming mice (Is mice still the plural of a mouse when talking about a PC mouse?). If you use a gaming mouse try lowering your polling frequency to under 250Hz.
     
    If not, you could always try using the minecraft debug screen to try figuring out why it stutters or just lower your render settings and wallow in despair until you figure out what's wrong
