Sounds like a CPU bottleneck in my opinion, some games use more CPU, some don't, which would explain some games run okay compared to others.

I was able to grab a HKC 100hz 3440x1440 Ultrawide for my setup a while back for 200 used, but new its around 7-800, and I would definitely recommend it for a cheaper ultrawide.

I would say wait for the 3000 series. Even if you arnt going to get one the 2080ti will drop in price.
