    When your card's clock speed is below the minimum acoustic limit frequency your fans will run at the minimum speed to keep them quiet. Above that frequency the fans will ramp up to keep the GPU cool. It's a trade off between slightly higher temps and quietness when the card isn't doing anything and isn't hot anyway.

    They will be within margin of error as long as the surface area being that the fin density between the two are similar. In general though it is better to have a single longer rad than shorter thicker rads, but as you still have 240mm total it will be essentially the same. 
     
    For a single CPU and GPU for a custom loop it would be recommended to have 360mm minimum of cooling if you are aiming for silent performance, more the better of course.

    It doesn't really matter. Every one will probably run at 1400-1450mhz and will perform the same then. 
    Only difference is cooling 
    If you're worried about that choose one with a big heatsink
