I think you’d be better off building from scratch. Considering you already have an RX6600, you’d be hard pressed to find a prebuilt pc with no gpu.
You could basically do this:

Swap in your gpu, psu and old ssd as a secondary drive (since you’ll need to reinstall windows anyway).
And stay under your 1000$ budget.
The parts in that list are just a generalization, you can go lesser or more or swap around whatever if you want a certain motherboard or a 13700K instead of a 12700k, or if you don’t intend to overclock at all you can do a 13700 and B760 or 12700 and B660, whatever.
 

This could have achieved 400mbps to 600mps with a new ASUS AC3100 wireless router and a 12db omi wifi antenna with a 6ft roof top tripod antenna mount much easier to setup. They are only like 40 to 60 yards apart a dish setup would be better if they are like 80+ yards apart.
 
Point to point dish internet setups IMO for distances under 300 to 400 ft do not make since just saying
