I had this same problem when I tried to format the hard drive that came with a HP computer my son bought. We upgraded his hard drive for Christmas and we were going to use the original for storage but it says you do not have permission to do this. We had to put it in my computer to format it and it worked fine after that. I think they do this to protect the end user and keep them from loosing the restore image stored on the drive.
