    Using an adapter did not work for me.  I am having the same issue. You have to have a native old school ps\2 keyboard for it to be recoginized.  My MSI z270 has only one ps\2 port so I can only have just a keyboard working or a mouse.   The only thing I noticed wrong with my computer was that a new update came out from Windows and my computer will not properly update for the first time and no usb devices are being recognized by my system.

    What @Netivitystated, or you could return it to the place you purchased it from, exchange and get a new one. It'd be quicker than official RMA through WD.

    Yep I use it and it works well. Pretty easy to setup, seamless, hit ratio for me(mainly games) with a 120gb ssd and 4x2tb hdds is about 70%

    Is it doing this the entire time or just at the very end?
     
    If it is doing it the entire time... then chances are you have an AVX offset in play which is causing the CPU to downclock when using cinebench (it can use avx)
     
    If not then it could a windows setting for power profiles.

    Sounds like something to do with windows since the load is lower it decided it doesn't need to boost all the way to max. It's just before it finished right? See if there's a setting to prefer maximum performance over power savings in both the BIOS and Windows.

    Personally I would try lowering the Load line (sometimes helped for me) Also did you unlock the power settings for the cpu? only disabeling them for your vrm doesn't disable them for you cpu

    What is your power management set to in Windows?  The balanced setting will not apply the OC until it needs it, you'll have to make sure you're in performance mode.
