    Ethically, you should have a OEM key for each machine you own.
    Technically, you can use a single OEM key multiple times and on multiple machines or VM's, if you do it more than a few times a year you will have to call each time to activate it on further machines and lie to the person that it's for the same machine.
    Obviously everyone here is ethical and we do the right thing.

    Nothing has been officially stated either way, If you work on previous evidence with the series then i'd expect it to be released 6 months later.

    The only real differences are that the Samsung has a USB3 hub, while the Asus has speakers and their 'QuickFit Virtual Scale feature'
    You really can't go wrong with either of them as they are both Samsung PLS panels, If you like the features/looks of one over the other then choose that one and if you don't mind either way choose the cheaper of the two.

    It would be more cost efficient to have a single SSD for the OS (so you have the speed for booting and launching) and then have HDDs in RAID where they are actually storing the files, just an idea to think about.

    If you're gaming then go for the 3570 (or the K if you want to overclock), the 3770 will only be useful if you're doing more than gaming (rendering, vm's, etc).
    To your question itself will an overclocked chip be a major improvement yes and no. It will make a difference but not a very noticeable one compared to upgrading your GPU.
