    The 8 pin header, at minimum, can supply 384w. The closest anything on LGA 1700 currently gets to that is the 12900k which draws about 230w under full load, well under the 384w the 8 pin can supply. I'd highly doubt a future 13900k will draw more than ~250w under full load because that would be nearly impossible to cool, so that extra 4 pin header is just on the board for aesthetic reasons, it serves no functional purpose.

    AMD's AM4 motherboard is at the end of its life with the 5000 series. Intel's 12000 series is on a new socket design, so should be good for future generation upgrades.

    If you don't plan to overclock, anyway, and because you are doing programming and coding and not just gaming, then the 12600K is probably the way to go.
     
    BTW, If it was just for gaming I'd probably say 12400.
     
    If the 12600K is outside your price range, then the 5600X would be next best.
