YouTube is known for upload issues,next time you upload it will probably be ok.

For CS:GO i3-6100 will be fine but for other CPU demanding games it's likely will be bottleneck for sure because GTX 1060 is to much for it. I personally think that maximum GPU for stock i3-6100 is RX 470 if you buy a GTX 1060 you need better CPU or at least overclocked i3-6100.
 
Even GTX 970 who is slower than GTX 1060 is too much for i3-6100.
 
 

Always go with the single fastest, which in this case the 1070. 

even if thats true, Multi GPU support is spotty at best. Many titles have scaling issues with Multi GPU setups and can cause issues. 

In some games even GTX 970 OC is to much for i5-4460!

There is no big difference between i5 and i7.

For this system you need a quality 600w power supply like seasonic, be quiet! or fractal design.

Intel Core i5 skylake definitely is better than old AMD Vishera FX8370...

i7-3770 is fine for R9 390. I think it will not bottleneck R9 390 in near future.
