Yes, sort of. Your gpu wouldn't have to work as hard to deliver higher framerates. However, I would recommend either keeping it uncapped or keeping it capped around ~120 or so in CSGO. If you have any frame drops while capped at 60 it will be very noticeable. You can do this in the console in-game using the cvar "fps_max ###". fps_max 0 is uncapped I believe. 

I get that, (now that I look lol) but 60Hz monitor does not = 60 fps. Some games, example: Audiosurf, cap your fps to your monitors refresh rate, thus if you use the FRAPS fps counter it will show that you are getting 60 fps on a 60 Hz screen. Some games (like CS:GO) may not cap your frame limit to your monitors refresh rate, thus if you use an fps counter, it shows that you are putting out more than 60 fps.
 
On topic now, I have never played CS"GO on my computer (specs in sig) but your hardware seems to me to be about accurate for your fps readout.

Your computer has a requirement in watts, the battery can only supply so much whereas the charger can supply more. So it's the Battery/watts, not branding.
