no problem pretty much any GPU will work with any CPU, and the 1600 won't bottleneck a 1070, especially overclocked. I'm running an sata 850 evo atm. also, as @Cyracus said, fast RAM is better with Ryzen; 3000 or above would be ideal.

for around 200, Ryzen makes far more sense than an i5. I'd look for an r5 1600, as 6 cores and 12 threads will be good for video editing/rendering. I'm running a 5820k atm; a pretty similar chip, and After Effects, Premiere, Photoshop, and Audition are all super smooth. By far, the most important thing is an SSD. I noticed a massive leap in timeline scrubbing responsiveness when I put my projects and video files on solid state, as they can be accessed almost instantly. In terms of motherboard, I'd go for a B350 board, something like an Asus Prime B350 Plus or AsRock AB350M Pro4, as X370 isn't necessary. For RAM, it depends on what programs you're using. I've noticed a significant performance increase in After Effects with 32gb, and Premiere loves RAM for color grading/effects. With RAM prices as insane as they are currently, I'd go for 16, or, if you can find a good deal on 32, go for that.

wat afaik, and by personal experience, there's little to no difference in performance when running extra monitors while using 1 to game. I ran a triple monitor setup, gaming on the central one, and noticed no performance issues with a 980ti or 1080
