Rurouni Kenshin's opening plays at 24Hz. The animators worked the sequence and pacing of the visuals where it looks like it plays more fluidly than the first Halo. 

 

And yes, Crunchyroll gave me Samurai X as my random anime.

    No motion blur at all. They seem to have used progressive outlines to mask any frames that don't mesh well.
