    Not sure why you need 3000RPM, they are deafening if you make them go that fast.

    LC Power, I would stay away from them, mainly cheap PSU's with low quality.
    No problem with taking a 550W though, the Focus 550 from Seasonic is right under 80 USD at newegg, also you might want to have a look at Corsair's TX- lineup

    a Skylake CPU is a CPU of the 6th Generation, with the Core i3/i5/i7 having a 6xxx number. I wouldn't invest in a Haswell system if the budget allows skylake. if you only are planning to game; take a core i5. the number within the i5 series depends on whether you want to overclock or not.
     
     
    in short:
    Gaming only?
    yes: core i5
    no, also video editing, streaming: core i7
     
    overclocking?
    yes: i5-6600K or i7-6700K
    no: i5-6500 (better price/performance in my country, don't know prices in your country), or i7-6700 (non -K)
     
    with a -K CPU take a Z170 motherboard to enable overclocking, otherwise go for a B150/H170 depending on your other needs. 8 gigs of ram is okay, but 16 is not a bad idea. take DDR4 with a skylake CPU.

    what about a Phanteks Enthoo Pro? and if you have money to spare (and willing to pay extra for LED's) you can take the Enthoo Luxe, both of which come with a fancontroller to take control of the noisy fans
