If none has it in stock bro, there really is not much you can do but wait it out. I waited a month after release before I could buy my 2 980ti's, mainly because everyone was offering only one card at a time and I wanted to buy both at the same time, no way was I going to give them the satisfaction of double shipping charges.

Just overclock?

No quarranty he will get a good overclocker. Also many People just want good Performance out of the Box without risk the Lifespan of the Card and OC when its necessary.

The problem lies in the fact he also wants to water cool it, I know there is a 980Ti Strix full cover block from EK, but as for other aftermarket cards I don't know.

With reference cards the Titan X full cover blocks are used.

This leaves 2 options:

1- get a reference card and overclock it.

2- get a STRIX and water cool it.

I would personally go for the cheaper option and take my chances at the lottery.

I personally bought an ASUS reference card and used the Titan X block and backplate, with that I got these results from my card, your mileage may vary...

OC'ed:
Core: 1509 - 1522MHz (+294) averaged 1509 but bounced to 1522 often.
Memory: 4001MHz (+495)
Voltage: 1.237v
Temp: 38*C

Stock:
Core: 1202MHz
Memory: 3506MHz
Voltage: 1.193v
Temp: 60*C
