Game not responding on start up (PES 2015)

im trying to play PES 2015 and every time i click to start it up, it says not responding must close immediately.

I've tried verifying the files on steam, ive tried re installing it, ive tried turning off firewall/anti virus and ive even tried disconnecting from the internet.. anyone have any idea why this game suddenly wont work? (i played it fine yesterday)
