safe mode stuck on

So, I'm trying to watch jacksfilms, but YouTubes safe mode somehow got turned on. I turned it off, but as soon as it turns off, it turns back on. Anybody got any ideas as to what's happening?

EDIT: My parents, ever afraid that i will accidentally find a woman in a bikini on the internet, turned on a lot of safety features in Windows. Kids there a Windows eating that would change YouTube safe mode to on?

Just a guy who peaked at building back in the days of the GTX 980. If you see me here, assume i have technical knowledge akin to a committed hobbyist builder back then. If something's changed, you'll need to tell me(nicely plz). I'm probably asking for help with the modern build scene since I have no clue what's going on.

Win+R >> MsConfig >> selective Startup/Normal Boot. 

also, have no idea what jackfilms had to do with safe mode, WUT ? did it restart all of a sudden or something

Was explaining scenario. Not relevant, but sometimes i do. What does that command do?
