Drivers. Upgrade your CPU. V-Sync. Need more details.

Check your graphics settings, try reducing them a bit and see what happens. Also try the command :max_fps 60" in console to make sure you didn't accidentally cap your framerate ingame. Upgrade all drivers with GeForce Experience and maybe even try using their optimization feature.

$100 to spend and add the money you can get from selling the mobo and 5350 (probably like $50) to get this:

CPU: Intel Core i3-4160 3.6GHz Dual-Core Processor  ($102.99 @ SuperBiiz)
Motherboard: Gigabyte GA-B85M-DS3H Micro ATX LGA1150 Motherboard  ($41.98 @ Newegg)
Total: $144.97
Prices include shipping, taxes, and discounts when available

If you only have $100 to spend then get this instead:

Motherboard: Gigabyte GA-B85M-DS3H Micro ATX LGA1150 Motherboard  ($41.98 @ Newegg)
Total: $106.97
Prices include shipping, taxes, and discounts when available

You should really go with Intel. But if you insist:

Motherboard: MSI A68HM-E33 V2 Micro ATX FM2+ Motherboard  ($43.98 @ Newegg)
Total: $113.97
Prices include shipping, taxes, and discounts when available

GO WITH INTEL. PLEASE.
You can always upgrade to an i5 or i7 with Intel.

Nope, that's the absolute least you want. I really recommend going with the i3, but the Pentium is in your $100 budget and it's still eons better than the Athlon 5350.

Even if you're poor af you should still go with the Pentium.

Yes, the upgrade path is way better than anything AMD has to offer. You can always upgrade to a much more powerful i5 or even an i7 if you happen to get some money.
