Enabling full range RGB (0-255) on Intel HD 4600

Hi all, I need some help enabling the full range RGB on my integrated Intel HD 4600 graphics. I was able to enable it on my GTX 750 Ti easily by going into the Nvidia control panel and selecting the full range RGB option. Then, that would affect everything the video card outputs, including the desktop, any applications...etc. However with the Intel HD graphics, in the control panel under video, you can also enable the same thing, except, it seems to affect only videos and nothing else. It doesn't change the blackness of the desktop, applications...etc. I rebooted my system as well just to be sure, but it still doesn't work. Can anyone help?

 

Core i5 44570 with Intel HD 4600

8GB DDR3 RAM

All of this is connected via a DVI connection coming from the PC side and then entering the monitor with HDMI.
