How well will this build overclock?

Go for an i3, a single stick of 8GB RAM, and a 500W PSU so you have room to grow in the future:

 

This build will perform so much better from day one, as well as giving you a clear upgrade path to an i5/i7/Xeon, 16GB of RAM and a beefier GPU without having to do any major part replacements, all while costing less than the build you proposed. 

 

You could even go for a CX600M($43) PSU if you aren't afraid of a $20 MIR.  Also, if you aren't opposed to buying used, there are some spectacular deals on used GPUs on eBay and Craigslist, just validate that they work, weren't used for mining, and come with a transferable warranty.  Stuff around the R9 280 level can be had for around $100 consistently.

Looking to overclock the cpu on this build to at least 4.1 GHz. Will it run stable and cool?

Looks fine to me, but then again, I know nuts about AMD. So it's best to wait for others to confirm it.

It would overclock ok.. However, it would overclock more with a larger power supply and liquid cooling.

Hey man instead go for an I3 at stock the stronger cores will be WAY better than overclocked AMD cores and trust me you want that upgrade path

I'd ho at least 600-650w for a single gpu... higher if you ever plan on running sli/crossfire in the future. Check this out...

I'm very certain it'll overclock just fine with that power supply. Liquid cooling is not necessary by any means. The cooler that he chose is plenty.

He does NOT need that much to run an R7 and a 860K. @oftenchaos4 your power supply is fine, even with some overclocking and you do NOT need liquid cooling. The 212 EVO is good enough.

 

Based on reviews, most people can get it to 4.4 easily, so I would anticipate between 4.3-4.6 for you. 4.1 should be simple

I said that his original build would overclock fine. Just making suggestions that would help him push it even farther. He doesn't want to watercool, neither do i. I can hold a .8ghz oc on my rig when i was running a single gtx285 on a 650w supply. When i upgraded to gtx960 sli, i lost stability. Upgraded to a 750w supply and got it back.

One last thing, I just noticed that the chassis you selected doesn't have front panel USB3.0, while the mobo does.  This isn't a huge deal, but I wanted to make you aware of it.  Here are some potential alternatives.  Again, Craigslist usually has some really good deals on used cases.

About 80% sure. After i overclocked the 960s, my system crashed while running firestrike. So, i ram my system specs through a wattage caculator and it said that my system was running ay about 640w at 90% load and suggested at least a 750w supply. Installed the supply, trimmed some hardware fat, and the system works fine.

Still, i say 80% sure because minus the gpus and now the psu, my rig is 6+ years old.

I bought one used for $30 just to see it's potential (OC'd to 4.7 Ghz on a single 120mm tower cooler) and I never saw it stutter in games other than Cyrsis 3 and BF4 at times with a 270, 270X, 760. The 280X didn't in BF4 due to mantle not crashing on the card like the 270/X.
