Currently No. You could use a dedicated streaming machine but that is about as less as a performance hit you can get.

 

If you mean Nvidia Game Stream then since most of the work is being done by your computer i'm afraid not. I'm sure more optimizations will come though.

 

If you mean Streaming IE: Twitch or Youtube then these programs are very CPU Heavy. I have an i7 3770k and often hit 100% CPU  Load and end up stuttering. If you find a solution then let me know :)

Eh I don't understand what you are trying to say? Do you mean is there a way to stream without a performance hit?
