Speaker is louder in my Laptop than on my PC

I noticed that when im using my Razer Ferox it is always louder than my pc.
I have a setting at 40% System volume. How did I test it?
Well, Ive been watching pauls hardware recently and on my PC I always crank up the system volume to a 100% because I cant hear paul's voice properly
then after a few days I sent my pc to a modder to mod my case. but on my laptop 20% System volume is loud. What could be the problem?
My laptop is using the "combo-ish port" where the 3.5mm jack can either be a mic or a speaker/headphone

Try connecting pc speakers to front audio jack?

 

If its the same, connect your pc speakers to your laptop.

 

If its still way louder on your laptop, its not the speakers' fault. Might want to look for more volume settings on your pc.

I use the same speakers on my laptop and my pc (Razer ferox)

The length of the cable of my speaker isnt enough to reach my front audio panel

My pc and laptop's system volume is always set to 40% when im using The Razer Ferox, but the laptops volume is a bit louder. 

An example is some of paul's hardware videos, when im watching thru my pc I crank up the system volume at 100% (youtube's volume always at MAX)

but now In my laptop 40% is louder than my pc's 100%

That can happen, integrated audio amplifiers and drivers can do that much difference. As huilun02 said, you can try the front audio jack and check audio device settings of your pc, but I recommend checking for newer drivers first.

Audio Drivers? Both are installed and are in the latest version :(

I'll try connecting it at the front panel once I get my pc back

but, what's the difference in using the rear panel from the front panel?

If you're at your wits end and can't get your PC to be louder, you can go for a sound card.

Nooooooo~ The cost is high, well I currently use a 970A-ds3p mobo and Im planning to switch to intel sooo skylake :D

Well, it's either the laptop's audio device got more powerful amplifier than the PC's, or the PC's amp is faulty. 

 

If the PC's audio was loud in the past, but not so loud now, then something is wrong, either software (driver) or hardware. If it's the same as the past, then it's just the way it is.

 

Don't sweat it. My PC's onboard audio is less loud than my Ipad 3, plugged with the same headphone.

Wow.  Do you have a desktop?  Your onboard must be a least a few years old I'm assuming.  If it's Reltek ALC892 or above, that's surprising.

It's VIA VT1708S (http://www.via.com.tw/en/products/audio/codecs/vt1708s/)

 

It's very good, far better than Realtek I've had so far (887 the last one I had), just can't get to my preferred volume. Then again, I'm using HE-400, 93.5dB/mW. With my 98dB/mW AD700, it's ear-piercing loud.
