This problem happened before, it occurred when moving from unbelievable grass 1k to 2k. I tried recording it but it wasn't too apparent.

Probably a mod confliction. Run BOSS or whatever its called now

What's your fps? Skyrim flat out breaks above 60-70fps.

Not even close, my refresh rate is 144 but the game runs at 30-40.

Hmm, try manually setting the refresh rate to 60 in control panel. See if that fixes it. If not I got nothing lol, aside from a potential mod issue.

Then you may have added a mod that changed one of your Skyrim files, and then didn't remove the changes when uninstalled. You may need to uninstall and reinstall the game to fix it. Bit of a pain, but better than a broken game.
