How to slow down fan speed?

Ok,this is driving me crazy. The only noise that my computer is making on idle is noise from fans. Graphic card makes almost no noise on idle.
I have gigabyte z97 d3h motherboard. Also I have 3 artic cooler fans,and and 1 raidmax fans on back of my case that came with case.
This is where my 3 fans are plugged in(they are all plugged in on 4pin connectors). I dont see where my back fan is plugged in.
I tried fan speed and I see how fast they rpm are,but I can't change it.

So I tried in bios,i set them at silent,still same,I tried with speedfan,cant do it like somebody else are doing.
Is there some way I can do this?

System fans are usually not pwm controlled. But some do control it via DC. I suppose that's not your case.

You can always buy a fan controller.

...silly question, but you did turn fan speed control off completely in the bios before messing around with Speed Fan, and then in Speed Fan set the control to Manual? (Configure -> Advanced -> Chip (select your fan control chip))

 

And also can your motherboard control 3 pin fans? Some can, some can't.

loud fans are loud, and i guess they are also 4pin fans and not just 3pin connected to 4 pin headers on the mobo

Gigabyte has an app center that is connected with their motherboards. You might want to try that first.

...silly question, but you did turn fan speed control off completely in the bios before messing around with Speed Fan, and then in Speed Fan set the control to Manual? (Configure -> Advanced -> Chip (select your fan control chip))

 

And also can your motherboard control 3 pin fans? Some can, some can't.

If you can't control your case fans via bios or software that pretty much means your motherboard can't control the speed of the sysfans. 

It's like this, every sysfan header supplies 12v to a fan, but there are boards that can actually regulate the voltage supplied automatically. Works like PWM, except it isn't.

So, given that your board doesn't support that, the only practical way to control them is with a fan controller.

The only practical way to control them is with a fan controller. 

But there is option for this in motherboard. So I should be able do it,and I put it on silent(it was normal) but speed is still the same. Maybe I need to turn on some option like controlling fans or something like that but I just dont see it.

That option might be only for the cpu fans and not for the sys fans.

I just installed it and wasted my time. There is no fan speed control with easytune. I dont know what to do

Really? Seems like the internet says you can control them with easytune.

But anyways, you're supposed to be able to control the fans via the bios. So I have no idea why you can't.

I just putted cpu and other fans on silent on bios but still same. When I enter in bios is say they are on silent but everything is same,same number of rpm. Also I tried and put them on manual,and on different RPM per celsius,no change. If somebody know what is problem please help me.

The quote above was the solution for me.  Put fans on normal in the bios and use speed fan to adjust the mode (as above in quote), then you can use SIV or Speed fan to control the fan speed.
