$300 Video Editing PC

I was on reddit asking for advice on choosing between a couple of pre-build gaming pc, and a guy said I was better off building my own. I'm not sure if I would be able to build a quality PC for video editing and gaming in a $300 budget. But if I could I would love to, I would need you guys help on what to buy for this though, any help is appreciated. If you guys want to direct me to other quality pre-build computers, fitting my requirements, that would be fine too.

Get a used HP Z workstation off your local second hand market with at least a quad core CPU, and throw in a used GTX 660 Ti.

Find a used optiplex with a i5-4570 (100$) or similar, find a used gtx 770 for 76$, get a new 500W psu (35$), and a ssd(30$) and prob some more ram (40$ for 8gb)

MSI armor rx 580 is absolutely terrible (a 1 heatpipe cooler, thats about as budget you can get). get a different rx 580
