Low FPS (All Games)

I have been experiencing low fps on all games I play on my computer i have had it for about a year and it has been happening the whole time. For example on Black Ops 4 multiplayer I get around 30 fps average. All my graphics settings are on the lowest they can be. My drivers are updated to the newest ones as well.

My Specs:

CPU: Intel i7 6700K

GPU: MSI GTX 1070 Gaming X 8G

RAM: 16 GB

Motherboard: MSI Z170A Gaming M7
