Help Needed with Wireless Low-Scale Security Camera

I was looking to buy a security camera for the past few months and I have found one on eBay which is less than 20 dollars. This one states that the "MIPC" cloud solution would be able to save the recordings although I want to know how long it will keep the recorded data for and if its free to use or if there is a service fee associated.
