strangely behaving CPU

so, I wanted to warm my room a bit so I started doing aida64. while I was doing that, I realized that my CPU is stopping at 3.8Ghz even though max turbo speed of ryzen 5 2600x is 4.2Ghz. has anyone else noticed something like this, or did I just lose the silicon lottery?

It will only be able to turbo boost that speed for a short period and not on all cores. It is its performance boost feature that works like that. You can overclock it higher though if you want to.
