Recently I upgraded my DDR3 8 gb ram and got a Corsair CMZ16GX3M2A1600C10 Vengeance 16GB (2x8GB) DDR3 1600 MHz. I Installed it and everything is fine BUT my ram frequency is messed up. My ram on speccy says 16.0GB Single-Channel DDR3 @ 664MHz (9-9-9-23). I went to try and set it to 1600MHz in the Bios but I don't see anything at all with ram or anything. I saw some people talk about XMP and my bios doesn't even have that! My motherboard is a Hewlett-Packard 304Bh (XU1 PROCESSOR) Can somebody help? Mind you I am a noob at this stuff.

If your board is in a prebuilt PC then there is a good chance that you cannot over clock or do much within it's BIOS other than the most basic of functions like fan control or boot options.  

 

I'm not an expert on this part, but someone more knowledgeable than I might be able to chime in on this, I think the "Single Channel" portion might be an issue as well.

What if I were to get a ddr3 motherboard and new cpu and everything would it work then? This is a prebuilt

At that point, to my knowledge, DDR3 isn't used on too many motherboards that would be considered a proper upgrade to what you've got honestly.  if you start going down that path you might as well look into building a new PC from the ground up.  What's a budget you can work in?

Your 1600MHz DDR3 is actually 1600MT/s and for that would use an 800MHz clock. Thank some smartarse Salesman for that BS trying to make their RAM look better than the rest. Unfortunately everybody else had to follow otherwise many people would assume one is better than the other.

 

Anyways your RAM is running at 664MHz clock which at double data rate (DDR) is 1328 MT/s or in BS salesman terms 1333MHz effective and according to these specs, is the highest for that board. Should be able to run in dual channel for better performance, check manual or power off and move one DIMM to one of the other two spare slots.

 

There maybe hidden settings in the BIOS for RAM but without a link to your firmware I couldn't tell you. Might be able to use Asrock Mem tweaker for tightening the timings though a little limited from actual BIOS settings.

That would be a hell of an upgrade for you on all aspects.  Actually, very very similar to a build I just did myself.  Granted, there are a few black Friday/cyber Monday prices on here, but if you should be able to get pricing in this ball park through the holidays on most of this stuff. 

 

There are plenty of options to choose from, this is just a quick list I threw together.  I have a Ryzen 1700x, I think for the money it's one of my favorites.  I have that exact motherboard as well, it's on crazy sale right now, and the BIOS is pretty easy to navigate if you wanted to do any overclocking or anything like that. The RAM is nice and quick to get the most out of the Ryzen CPU.  SSD to use as your boot drive, you could always add an HDD if you wanted to for extra storage of games etc.  The RX 580 is a very solid, reliable card and Sapphire makes great AMD cards.  The H500 is a nice looking case, easy to build in.  650 Watt EVGA PSU, will easily power this build, and if you ever wanted to upgrade your graphics card down the line, you'd be able to without worry, the PSU and all the other components will be able to handle it.   Even has a monitor in there for you, I have the 27" version of this monitor and I think it's pretty good, especially for the $$$.  

 

If you wanted to throw a few extra bucks at the CPU cooling, it might not be a bad idea, but the Hyper 212 is a very popular budget minded cooling option.
