This isn't normal, it's about a 1080ti performance in that resolution. You need to reinstall drivers (perform a clean install) and it would be best if you could install MSI Afterburner and check the GPU and CPU usage in game.

hey i would expect that framerate on battlefeild 5 with ray tracing on yes but if ray tracing is not on then there might be n issue with the gpu itself.

have you tried overclocking? if so you might have accidently underclocked something

have you recently updated your motherboard bios? sometimes that fixs things 

have you changed windows power settings?

and have you made sure all pc wires are connected to the gpu properly?

Is your i7 8700K overclocked or stock, are you using the actual licensed and updated game or got a pirated version? now be honest here because the pirated version of the game is using the very first unpatched version that had performance issues CPU wise.

 

In the crowded areas of Alexandria with an i7 8700K at stock clocks it was really getting between 55~60fps regardless what you do graphically wise.

 

You can confirm this by checking the usage log on MSi Afterburner, it's likely you'll see your i7 8700K getting max out on these areas of the map while your RTX 2080 Ti is just being bored.
