is my gpu dieing?

so i cleaned out my pc today put it all back together fired up after burner and it was at 400 mhz then it dropped to 50 mhz then it went back up to its stock clock 822 mhz and it kept doing this repeatedly. it isnt doing it now but any ideas on what caused it. (note this is a 560ti)

Assuming you're not running anything like a game, this is just the GPU trying to figure out if it can idle or not. Something else was likely keeping it busy.
