FreeSync Issues

Despite my best efforts I can't seem to get freesync to work properly. I've used the windmill demo and I still see plenty of screen tearing with freesync on. I've made sure that I have updated drivers, and I have all compatible hardware (monitor, gpu, and displayport). I have also enabled freesync in all places I can find (the monitor settings and radeon settings). I feel that there is a simple mistake I'm making that I'm missing entirely.

 

Edit: Upon looking at the demo again I've noticed that there is only tearing on a specific portion of my monitor but no where else (the whole top going down to about where the bottom of the url bar is in google for reference) and switching on and off freesync shows a very brief period where it seems to work, and then it goes back to as if it weren't on at all.
