Cheap RGB Cooling

I am looking for some cheap RGB cooling that isn't extremely loud, and has decent lighting. Also some nice customization would be great. The case I'm going with can fit up to a 280mm radiator, four 120mm fans and three 140mm fans.

$70 CAD is a bit of a stretch. Anything lower?

The lights are ok, but obviously not as vibrant as the cooler master

I would suggest the Corsair SP120 RGB case fans that I use, but they do get audibly loud at high RPMs. They do however have many color modes and also are only about £10 per fan.
