If for example I have a RX 460 and decided to upgrade to a let's say RX 580 and my AMD drivers are already up to date with the RX 460, will a full driver uninstall be required or will a new GPU like the RX 580 work fine without a driver uninstall and reinstall?

Usually it will work as AMD drivers are unified driver.

If not, then you can reinstall the latest driver from the official website, no harm.

If the driver failed you can still use windows, windows will automatically install default graphic driver or find the latest amd driver in its library.

When the Windows OS was installed it includes default video drivers in case your motherboard has no onboard graphical output, which means you will still be able to get the machine up and running enough to download Chrome and then the newer video card driver. Just do not expect it to look that great until you have updated the graphics card's drivers.

In this case, I'd simply uninstall the driver for your HD7790 (is it a legacy driver?), via the usual uninstall, or run DDU in Safe Mode. You can download the latest driver from the AMD website, latest is Adrenalin Ed 18.11.1, I'm using this driver for my CF RX VEGA64's and it's been solid so far.

No not legacy. it's the 18.11.1 version, HD 7000 series is still supported asaik. I already downloaded the install for the RX 480 and will now do the DDU on the current drivers. Better be safe then sorry :D

My system is a little more complex, I have two Vega 64 in CrossFire mode. Before getting the 2nd card, it was running fine, I got lazy and simply plug in the 2nd card before powering on. Initially, it seemed to be okay, CrossFire was recognized and so forth. After rebooting, my 2nd card went into ULPS, using MSI AB to force my 2nd card to turn on fan didn't work and my system crashed after a brief gaming session. I had to run DDU in Safe Mode to uninstall the driver, then reinstall the driver and it seemed to settle things down. Now, immediately after booting up my system to desktop, I'd enable MSI AB, I'd then hear the fan on my 2nd card kick into gear (so important as my 2nd card is a reference card which gets pretty hot). Under normal circumstances, with two cards installed, I'd simply uninstall and not use DDU. But swapping cards, I would definitely use DDU, even if it's from one AMD card to another.....likewise nVidia as well.
