MSI x99a Raider - Bios version P5

Intel Core i7-6850K

4x4GB G.Skill value ram

Gigabyte 1070ti

Samsung 960 evo M.2 ssd

Corsair RX750 PSU

 

Recently I've been having a problem getting my PC to overclock. I've had this problem for about a month and ever before then my settings have never changed. Then one day I turned my computer on and noticed my fans weren't spinning as fast as they normally do. I've tried just about everything I can think of minus flashing the bios. I can't get the newer bios version to stick, according to bios I still have the P5 version and the P6 version came out some time in mid June. Turbo boost is disabled in the bios but in Intel's Extreme Tuning Utility it's on and when I try to turn it off after reboot I get an error that simply states that it couldn't be turned off. I have never been able to actually access the Intel Turbo Boost Max 3.0 application, I get a ITBM driver not available error. Tried re-downloading the driver and it gives me an error saying my system doesn't meet the minimum requirement for installing this software. I tried resetting my bios settings and re-applying the overclock but the closest I've gotten to is the speed fluctuating between 3.80-3.85ghz. I'm completely out of ideas and any advise would be appreciated because I just can't figure this out on my own. If you need any more information let me know I'll try my best to provide what I can.

Try multiple ways of bios flashing, I think msi has an inside the OS utility if I remember correctly. My buddy could not get it to stick in the bios but the utility worked.

I've tried through the MSI live update tool and by using the M-flash feature in the bios already. I'll try the M-flash again later and see if I can find any other way to try and flash bios.

any solution to this? oddly enough im having a similar issue,. reflashed bios, changed cmos battery, i have a 6950x and a asus rampage 5. i can change my voltage? but i cannot change my cpu ratio, i can change it in bios but it does not reflect in windows, no third party windows programs installed. so my voltage can be changed and stick, but the multiplier i set does not stay. tried under load to see if there was any change, nothing. maybe im missing something here, something might be dead?

No updates as of so far. Tried everything besides wiping windows and doing a clean install but I can't see that helping. Multiplier is set to 44 on all 6 cores in bios but now task manager and any other software that monitors CPU frequency shows I'm at 4.0ghz on all cores. Memory and GPU overclocks all stay but for whatever reason I still cannot get the CPU to OC correctly.
