It sounds like you're having what's called a "ground-loop" issue.  Could you give us more details of your setup?  There may be some changes you can make to alleviate it.  Makes and models, interfaces and how you're getting power to everything are the details that matter most.

Sometimes, noise on your 5V power line can bleed into your recording and playback circuits.  The cleanest source of 5V power would likely be the rear I/O panel on your motherboard as opposed to the front.  Try a port on the back and see if it makes a difference.

Another tip is to use the least amount of microphone gain you can get away with.  On a level meter you want to stay under 0 dB mark while speaking normally, the more gain you apply the more you are also amplifying the noise.  Check your gain settings and set them to the lowest you can get away with.

What about your XLR microphone?  Is that plugged into an XLR interface?  Is that powered by USB as well?

I would try the things I mentioned for the USB headset, changing ports and adjusting gain.  You might try something like this:

https://www.bhphotovideo.com/c/product/365781-REG/Ebtech_HUM_X_Hum_X_Ground_Loop.html

Just plug your powerstrip into one of these and it *might* help.  I would see if you can get this from somewhere that has a good return policy.
