What is wrong with my monitor ?

I have a dell 23 inch led monitor I bought back in 2009 everything is alright but suddenly from last few days, the screen is flashing too much like a thunderstorm and then after a minute everything back to normal I even changed its HDMI cable to a blue rigger cable I founded on Amazon India. I cannot figure out what is the problem in it now. Any advice is welcome thanks in advance. If I need a new monitor then can anyone suggest me a dell 27-inch fhd monitor?

Can you post a picture/video of your situation?

well my budget for the monitor is approx 20,000 rupees or 276$  from dell or something as good as dell monitors

Post an image/video first, it's possible that it's your gpu failing and not the monitor.

 

Can you put into another display? Tv, other monitor etc?

I don't have any other monitor nor any friend who can lend me his GPU for testing purposes.
