Cpu overclocking Voltage!

hello so i have set my i3 8350k to 4.8ghz and 1.250volts it gets used 100% when i benchmark but i wanted to know if i were to lower the voltage what would happen say 1.150volts would it still boot? what would happen would it not use my full cpu for exmaple in a stress test it wont use it to 100%

If it crashes under load you are not stable and you need to re-adjust your settings.
