gpu dead?

one day while using my computer i kept getting a black screen, then when i tried starting it back up i got no display. Checked the gpu and the fans are not spinning at all and it isnt being detected. all power cables are plugged in and i tried reseating it and cleaning it out to no luck. Is it dead? I get onboard graphics just fine so i know it isnt the motherboard or the power supply and the pc used to work totally fine on this GPU for a long time.

GPU- Sapphire R9 390 Nitro | CPU- Intel Core i7-2600 3.4 GHz | RAM- 12 Gigs of DDR3 Ram | PSU- 850 W Gold rated EVGA Power Supply | Motherboard- Asrock Z77 Extreme4 | OS- Windows 10 Home
