gpu dead?

one day while using my computer i kept getting a black screen, then when i tried starting it back up i got no display. Checked the gpu and the fans are not spinning at all and it isnt being detected. all power cables are plugged in and i tried reseating it and cleaning it out to no luck. Is it dead? I get onboard graphics just fine so i know it isnt the motherboard or the power supply and the pc used to work totally fine on this GPU for a long time.
