Fans that have color variations by blade are practically nonexistent.

then just get that thing? Otherwise the Corsair ML140 RGB will do, just don't plug in the RGB cable and it will stay white.

If you don't mind the small coloured ring on the the fan hub, the Cryorig QF140 is also a viable option.

Have 6 of them. Work pretty well on my high fpi rad. Quiet even at higher rpms. I don't like the looks myself but they perform and match what you are looking for.

I also have a variety of the Fractal fans,  they are all 'high pressure'  and most of the Phanteks ones were too. 

 

Also not Arctic-silver.  But ARCTIC  the one that makes MX-4/other stuff  also sell a black/white Fan.   I only have the 80mm (2x5pack)   but they are pretty boss little things, almost as good as Noctua-80mm   but i got a 5-pack of  for  66% the cost of a single fan  so it was a no brainer to buy them
