try plugging into the motherboards video outputs to get into the pc the remove the old drivers for you old GPU and install the new ones for the 2080ti off nvidia website. also when you say it wont display anything does the pc turn on and gpu fan spins and monitor picks up a signal but its just a blank screen or does it pick up no signal

I reckon its a driver problem, what cpu do you have does it have integrated graphics?

Drivers don't come into play before the operating system starts up. When there's not even any display for the BIOS portion of the bootup it's not a driver problem.

Full specs please?

Have you tried switching PCIe slots? All power cables connected properly?

Its a problem with the GPU itself, assuming that you installed it correctly. Where was the card purchased? I recommend you return the item. If it was a driver problem you'd still have an image when Windows first boots, it would just be an extremely low resolution, then after about 10 minutes Windows installs a generic driver to give you a better display (Windows 10).

There have been several thousand reports of RTX cards dying already.
