If you are at 100% on the CPU and less than 100% on GPU, then your CPU is the problem, causing a bottleneck. Only way you can correct this is to upgrade your CPU. The best CPU you can get on your platform, assuming you have a B or H Series board, is to get an i7 6700.

What if I have B150 Gaming K4 as motherboard, should I still buy the i7 6700?

.. i5 Is perfectly fine. The 1050 TI is the problem. Or either he is plugged in to the iGPU on the motherboard and not the GPU itself.

I have the same CPU. It's certainly a bottleneck in some titles that are CPU-heavy (looking at you, Assassin's Creed).

Upgrading from a stock cooler to a Hyper 212 had slight but noticeable gains.

I think 6thOnTheLeft is right though; i'd be surprised if the 1050ti could handle Destiny 2.
