Low CPU Usage and Temps!!

I have the following rig,, 

 

i7 4790

RX 580 @1460core

16GB Ram 1600mhz 

Display 2560x1080 @80hz

 

While running games like shadow of war, BO4, Far Cry 5, SOTTR, i noticed that CPU usage is very low max 50% and sometimes average of 35% in game. 

Temps are also low no exceeding 45c using slient mode on a cheap xigmatek whiz cooler with 2 fans, even if i stop both fans temps will remain the same and low. 

 

Im affraid that my CPU is having a problem and not delivering full power. 

 

I ran cinbench r15 and firestrike and scores are normal (765 on R15 and 10500 on firestrike). 

 

Cpu voltage is set to auto (0.965v), all cores are locked at 3.8ghz. 

 

Even when i reach full 80FPS while gaming thr cpu seems to be idle, im affraid that my cpu is not delivering full capability on other games that why i have low fps on other games. 

 

Power saving options are disabled.

As long as in game your GPU is reaching 95+% utilization, then youre fine.

Yes it is. Locked at 100% on all games

Thats a good thing. Means your GPU is doing its work. If it were the other way, then you should be worried. Since GPU is at 100% usage, this is normal and you are experiencing normal game play and frame rates. Nothing to be worried about.
