Friend's new PC boot looping

At what point does it loop?  I've seen several things cause boot loops, bad GPU, badly seated PCIe cards, OS problems, faulty USB devices, thermal issues.

 

First step would be to check your built in thermal readings in BIOS, then try to boot from a USB key (Linux or Windows PE type live USB)  If it loops with that, then generally, you remove all components not necessary to boot, and see if it boots.  If so, add one component back at a time and re-test.  If not, then you'll have to swap critical parts one by one with known good.

It's his first time building and the boot starts before he can get into bios. He's tried removing both ram and using only one at a time (inside the case) as well as unplugging GPU and drive cables and only having the 24, 8 pin and front panel connectors in.

 

He's gonna try to do it on mobo box after he takes a break and see if it boots with only the cpu and motherboard cables connected again and see where that gets him (1 stick of ram as well)

 

Fans and lights come on but it just boot loops uwu

 

Edit : He tried it on mobo box with only cpu, cooler, and 8 pin and 24 pin no ram and it still boot looped so we’re guessing it’s the cpu
