Minecraft server issues

I am running in to some issues with My Minecraft server, When I get more than 3-4 people on lag starts.

I have tried the server in 2 different configurations:

1.)HOST HARDWARE

Xeon E5-2690v2 @ 3.4GHZ

80GB Hynix DDR3L 1333

1TB WD HDD

Server 2016 DataCenter

    a.) VM Configuration

      GuestOS: MineOS

      4 Cores

     16 GB Ram

1TB Samsung Evo 960 SSD (VM is the only thing on this drive)

2.)System #2

Host OSMineOS

AMD A8-6600k @ 3.8GHZ

16 GB DDR3-1866

500GB Samsung evo SSD

Internet is Comcast 300Mb/30Mb

Using a Netgear Modem (can't remember model) And then through a Cisco 48-port 2960-X

The issue I am running into is the topping out on the CPU usage at 100%+ when we get more than 3-4 people on the server.

any suggestions would be appreciated.

Did the server log show the crash reason?

you might have installed he 16GB ram, but you need to allow the application to use it.

I haven't had any crashes due to lag.  In my -XMX I have it set to 12288MB for usage So i HAD 16 GB to the VM and of that 12GB was for the server.

On the new hardware there is 16Gb installed and 12GB for the server.  On both uses I don't exceed 7.5-8 Gb of memory.  What i am seeing is the CPU topping out at 100%

How many cores are you invoking java with, or is it built into the OS thingy?
