Some say that it matters which PCIE slot you use for the GPU while others say that the difference is negligible. I have an ASROCK x399 Taichi board and the GPU is a very tight fit with my CPU cooler. I would like to move the GPU down because of this. The manual says the following:

Expansion slot: 4x PCI Express 3.0 x16 Slots (PCIE1/PCIE2/PCIE3/PCIE4/PCIE5:

single at x16 (PCIE1) / x16 (PCIE4);

dual at x16 (PCIE1) / x16 (PCIE4);

triple at x16 (PCIE1) / x8 (PCIE2) / x16 (PCIE4);

quad at x16 (PCIE1) / x8 (PCIE2) / x16 (PCIE4) / x8 (PCIE5))

 

 

Does this mean that I could use the PCIE4 slot and that it would work as well as if I would use the top slot (PCIE1)?

Yes, if your motherboard supports it. Some lower end motherboards don't support that. Yours should be able to do it.
